It appears that Carmelo Morales did pass the finish line and check flag but not while riding. He and his bike separated and both actually tumbled across the finish. I think he should have been placed 8th after Noyes but maybe the rule states that you must be on your bike.

Note: At one or two points the bike struck Morales rather hard during the crash. According to sources he was up and moving off the track before the medics arrived.
